Oh, lol, not the actual settings.php file. In Configuration > Server Settings there are options, and for me they are blocked out. How can I unblock them so I can change them? It says they are blocked out because the settings.php file is read only. How can I change this?

You should get to know SMF before you go into deeper things with it ;)
This is basic knowlage and are one of the first things you should have read about in the documentation for SMF.

But as i feel nice to day, you change the permissions through eather Cpanel or FTP.
Find the files in the forum root and change them to 755 or 777 depending on the server configuration you are on.

To learn more, look in the documentation pages on SMF
