How do I make it so a Global Mod, or normal Mod can edit an article for the frontpage (but just one article)?

I don't think that you can.

The permissions for TP only give permission to Manage Articles to membergroups, which will be all articles.

Just turn them off in the Admin/tinyportal/settings/modules and they will not bother you again

Only the Download module needs to be set to on if you want to use the downloadmanager
