In the SMF admin panel. If you have these types of questions, I would suggest you explore TinyPortal for a while. As the most basic of questions can often be answered by doing so. Latest upload is there as well.

It's real sample.

First to log in go into your admin panel.

Under Tinyportal select block management.

Determine where you want the block to appear on your page and add a block.
The type of block to create is a module function block then select save.
Type in the title for this block and then select Downloads: Latest File Uploaded.
Change or select any other options you want for this blocks and then select save.

That's it you're done!
