However it is not my host (1and1) and it is not chmod problem because you can download it directly, its something in the script... any ideas what could cause this?

500 is a server error, not an application error. You're getting this when you click install? Or when you try to upload? Please be a bit more specific about your problem.

Whenever someone tries to download specific files, but MOST files work...

The host had a look at the logs and it didn't say anything about it ;\
