Permissions Block

I have this enabled for admins only. What I want to do is have it like it is displayed here on the TP site where it says  Tools - submit and article.

I would like mine to say Submissions
- submit and article
- submit a download.

I went into the edit screen for the block but can't seem to see where I can edit this.

Can someone give me an idea on where to look or what to do to accomplish what I would like to do.

You have to edit the membergroup permissions, if you allow a membergroup to submit an artickle, the block will show for them with a link to "submit an article"
Then you edit the block called "Admin Tools" for the membergroup you want it to show for.

ah ok so if I allow all membergroups to upload a file or upload an article the only tools they will see are the ones the have permissions for??

Makes sense.

Thought I had to do edits for that but this way is even easier.
