For package manager it says:

Add server
Server name:
URL:

Do you have this information so we can add TP to the Package Manager and update when we get the announcements?

AFAIK there isn't currently a TP package server.
What would be cool those is if each for which used the TP downloads module had a package server automatically..

don't think so - how to be sure that the packages are "original" ? the package must be encrypted and signed with a hash to take care of not get a manipulated one with maleware or something like this... also the transfer between the servers should run with ftps - not all hosters have this implemented for their webhosting packages.
And last but not least - most users have traffic limited webspace - even the tp package is very small i would like to have the control over my traffic.

I gather that the answer is no, but I don't understand the objections to having one, since this seems to be a standard way of doing modifications for SMF...

TinyPortal having its own package manager is feasible IMO. But that will be after TP has made block codes snippets a package manager type of feature instead though.
