Probably a silly question, but where exactly is this file located?  I need to edit it for  Uploading.

no, the server has that, That file is on the server and you can't get to it.

Well..  I was reading this thread:

Says something about adjusting the timeout feature.  I have people trying to upload packages that are over 5mb and they are getting timeout errors.

Just make your own php.ini file with note pad and place it your forum root

Some hosts allow that, and some don't. If you can't make your own, then you'll have to ask the host to change the setting for you.
