I've been using an old 8.0 version of Paint Shop Pro.

I'd like to upgrade to something later, but now the PSP has gone to Photos more than graphics and animation.

The Adobe Photoshop is outta my price range.

Maybe some of you could suggest something that is pretty close to the PSP, under 100$, that is still a good software.

Thanks

goto Gimp It is exactly like Photoshop but free http://www.gimp.org/

GIMP is great and if you're into vector images use Inkscape which is also free. http://www.inkscape.org/

Sure, try GIMP it's not too different from photoshop.
