Packabe upload fails

Just installing TP on my development server and when I upload the zip through package manager I get:

The package you tried to upload either is not a valid package or has become corrupted.

It isn't corrupt and I have downloaded and uploaded it twice to be sure.

Any suggestions please?

do you have smf 1.1.1 installed ?
