image links on frontpage don't work right

On the tinyportal frontpage I have two images. The first links to our IRC chatroom, and the second links to the forum.

I had everything working fine in Firefox, but Internet Explorer would not respond to the image links. I'd have to right click and choose from the menu "open link". Though it worked fine in Firefox, Mozilla, Netscape, and Opera.

The second problem I am having is that for the chatroom image link, I have the target set as target=_blank which opens the chatroom in a new window with Mozilla, Netscape, and Opera, but in Firefox it opens two new windows. So I've changed the target to "popup" for it to work properly in Firefox.

Well, I have been trying to figure this out to the point where I have everything screwed up now and I am on the verge of a nervous breakdown.

Here is the code for the two image links as it was before i totally screwed everything up, and only Explorer had a problem. Can anyone tell me what the problem might be?
