I'm wondering if you could make a user custimizable homepage. So the user can chose to hide or move blocks. Mabey make a new screen in the profile for "custimize homepage"

Possible options would be:
enable/disable custimize feature
don't allow a certane block to be hidden
only allow certain membergroups to see a block
don't allow users to move a block

If I understand what you are saying correctly, most of that is already available. You have a panel just for 'Front Page Settings' where you can set what you want. If you set it to 'Only Articles' and 'Feature' one article it shows on the front page when you load. You can remove the article/news date title etc by editing the code. All the blocks have membergroup permissions in the block so you can set who can see them. My SGR one has RH blocks that guests cannot see.

If i got it right, its user-chooseable display of blocks you mean?

User-optionable blocks  I am not too keen on, just for the reasons nokonium mentions..but upshrinkable ones - that would be great.

great idea on "shrinkable" blocks Bloc  8) .. especially big ones like the user block/RSS feeds or infrequently used ones like Themes.

I've seen the "custom user home page" on larger CMS' and it's a nice feature - but too complex. The "shrinkable" blocks would be so much more intuitive.
