The editor does not appear in 0.9.7.  When editing an article in 0.9.6, it would give me an option to choose the editor I wanted to use, this option is now missing.

I assume your editor preferences are held by a cookie, so I cleared all of my cookies.  I also went in and set  TP to prefer FCKEditor.  Does anyone have any ideas on this?

Works on My site, have you tried to uploading the files via ftp?

The files are all there.  Why doesn't the option to choose your editor appear anymore when editing an article?

Do you have any other language installed besides Default English ?
And have you checked what editor to use as default in your Admin/TinyPortal/Settings ?

Everything is default, language, theme, etc.  I have it set to use FCKEditor.  Before I did the upgrade, it was set to use TinyMCE, and after the upgrade I switched it.

Regardless of what that's set to, it should still give me the option when editing an article to switch to another editor right?  Or was this removed?

This happened to me as well on my "test" forum, I was trying to do a new article, thought the editor was screwing it up so I told it NO editor, to edit by source, and when I went to another article it was the same, and NO choice to turn the editors back on. I had to uninstall TP 0.9.7 and install TP 0.9.7_191106 which solved the problem, reinstalling 0.9.7 did not solve it - I tried that first. There seems to be a bug in the finished file.

I wouldn't say that.  It doesn't really have any feature enhancements, it's a mostly a bugfix release.  None of the bugs I'm seeing are showstoppers.  This particular one isn't that bad as I can just write my articles in straight HTML, or write them in a word processor and export as HTML.

But, I do have a link for members to submit articles, and they may not know html, or know that it has to be written in HTML.

:o This may sound stupid but how long are you waiting for the FCKEditor to load.  I know the first time I went to summit an article for the first time and it took almost 45 seconds for FCKEditor to load and initialize.   Now each time I go to summit an article it loads fast.

When FCKEditor first started to load it looked like no editor was selected but it slowly loaded.  I don't know if this is normal but that's what happened when I started FCKEditor for the first time.

I got a phone call in the middle of creating an article, and left it sit for at least 15 minutes.
