Mouse over effect?

I have a script block that connect and opens an mp3 player on my web site.  At the present time, when the mouse is moved over the link there is no "mouse over" effect.   Is there a script that I could add that would show the "effect" so that the link would be recognizable.

Yes, look at CSS with the option to change the links via a:link and a:hover
