undeleting deleted members

Can the admin access a list of members that have been deleted?  We get a few spammers from time to time and I didn't block the IP... I also wonder if I accidently deleted a good member by mistake.  If they can access a list, can they undelete them?

Only by restoring a backed up database, there is no 'Recycle Bin' or 'undo' with databases.
