I have tried everything in the search and can't get the smflogo to center. Can someone take a look at my index.template for me and fix it.

You should be able to use: align="middle" int the <image> tag. Hopefully that will work.

if (empty($settings['header_logo_url']))
echo '
<img src="', $settings['images_url'], '/smflogo.gif" style="margin: 2px;" alt="" align="middle" />';
else
echo '
<img src="', $settings['header_logo_url'], '" style="margin: 4px;" alt="', $context['forum_name'], '" />';

This is how I finally got it to work
echo '
            <p align="center"><img src="', $settings['images_url'], '/smflogo.gif" style="margin: 2px;" alt="" />';
   else
      echo '
               <img align="center" src="', $settings['header_logo_url'], '" style="margin: 4px;" alt="', $context['forum_name'], '" />';
