no, because i can install smf in fantastico in the cpanel. and i've never had a problem with any other php script.

Could it be that it is some thing wrong with their setup for SMF in your Fantastico? a upgrade perhaps?
I would talk to the host about it just to make sure it's ok from their side.

You can install it via fantastico because Fantastico is on the local machine, and it has been given the permissions to do so. Have you used other PHP scripts that are trying to copy/move/modify files? Some php setups don't allow files to be copied from one directory to another for security reasons. That is why I said you may want to ask your host.
