block showing on action who

always on my test board smf 1.1.12 and tp rc1 on localhost, no mod or customization applied.

I am not sure about behavior, but selecting option "Choose where the block should appear" on checkbox "All Forum related sections", the block doesn't show on action=who

isn't it a related forum action?

No, I don't think the "action=who" in included in "All Forum Related Sections".  If you want a block to show in "who", just add it in as a custom action.
