need help on blocks

Can someone tell me how to add links into my logos in my blocks section on my home page or add them and walk me through how to do it  I have some added but cant remember how I did it been so long
you can take a look at www.circletrackracin.com the adds I am talking about also there is some icons showing up  on my home page I cant get off
