You should be looking for this line in those files:
$txt['cannot_tp_can_admin_shout'] = 'Sorry, you aren\'t allowed to manage shouts.';

If you do not find it, then maybe your files need updating. If you do find it, then you either have a different language selected or maybe you have these files that aren't updated in the custom theme you're using. So remove these files from the custom theme if you have them in the languages folder of that theme.

Yes, it does look like your server has been hacked. If this happened to me, I would wipe all my files on my server and start with a fresh install. You should definitely contact your host about this and have them find out how it was hacked. IF you're on a shared hosting environment, it is most likely that one of the other accounts on the same server you are on has been hacked, in turn infecting your site.

The code you posted is a well known exploit that hackers use to gain access to servers.

Ok, well if I do a reinstall maby my root issue will go away.

So I will end this thread with this. There are lots of threads on upgrading but most are old. Is there a thread on how to reinstall from scratch and migrate the DB over?

Im guessing it 'might' be this? http://docs.tinyportal.co.uk/index.php/topic,143.html

The steps for upgrading cleanly are listed on the SMF site. That doc mostly deals with cloning your production site, and then copying it over for the upgrade. Not really ideal if you're just looking to upgrade. These are the basic steps I'd take for cleaning up your hacked files etc and any problems with smf/tp.

1.backup your stuff
2. Delete all the files and folders in the SMF folder except the Settings.php and Settings_bak.php.
3. Upload the files from SMF large upgrade package and then run the upgrade.php. It's important you don't upload the full install package as it will replace the Settings.php file with your database settings.
4. If forum is working at this point, install TP again.

That is all there is to it if everything goes smoothly.
