Articles Problem

I am having an issue with adding articles.  No matter what I try, I keep getting the following error: 

403 forbidden

Server configuration does not allow access to this page. Please go back and try again.

So, any suggestions on what to do to correct this?

possibly a mod_security problem?

I had the same sort of thing - it extended to forum posts too. I could post no worries, but one thing kept killing me (err 403). only a bit of searching/asking solved that one!
