[bugtracker] Editor does not show for block edit with Global Moderator permission

If you have set certain blocks permission for a global moderator
to edit them, the editor does not show. I'm not sure if this is
intended or not, but I think it is a bug. The BBC editor, and the
wyziwig editor to now show for BBC and HTML/Javascript blocks
when trying to edit these blocks as a global moderator. This is
with permissions to edit only certain blocks by this member
group.
