no scroll option with recent topics left

my site eucardsharing dot com .
I am trying to set the recent topics to use scrolling. ie i put Number of recent topics to display: 500 and it looks like the same as who's online, so you can scroll , with say ie 10 maximum per view. it this a bug or what?
