If you're using the default theme you simply go to Admin then under the Tiny portal section go to Settings, from there you select NO for "Show userinfo/news at the top". If that is not the one you are talking about the go to Admin then under Tiny portal go to Blocks find the Column named Title if USER is listed under that column follow it on that Row and turn it off. If that doesn't do it then it is something with the theme and/or other Mods and not Tiny portal.
