My portal is TinyPortal 0.9.8 & forum SMF 1.1.7

ride in the archives ....
or extract files and copy them into the directory forum ?

You install like any other mod.
Inside SMF packagemanager.
If that doesent work, you need to install manually

You have file and folder permission issues.
You must install TP manually.
