The only advice i can give you is to download the upgrade package of SMF and take the upgrade.php and the 2 .SQL files from it, upload the files, point the browser to the upgrade.php file and update your DB.
If that doesent work, you need to contact your host and ask them to look at the server settings.
The times i have seen the "download index.php" it's been a server issue.
Sometimes the upgrade of the tables will fix it, but if not you have to ask your host to check the settings for the phpmyadmin and sql

thanks so much it worked, now i will try the manual install again

ok if i can explain this well enough, when i do a manual install, everything says success, however no sign of TP, and i installed on the default forum, when i do a package install, i have two failed files, and after applying anyway, it causes the page to not be displayed. am i doing something wrong?

im now deleting all mods to try.

SteveB, when you apply a mod even when you have failures that means that the code is not getting modified in those files. So you have to manually put the code in the files that failed if you proceeded on the install. Thats why its blank after you install.

oh i see, ok got my forum back, but im having some more issues with the TP, i have upgraded to 1.3  smf and i have tried the manual install, all seems ok, but i get cannot load Tp blocks i have tried to ftp myself, and if i finish completley the edits on the manual install, my forum doesnt connect, ie says page cannot be found. 

any help would be awesome, i really want TP

..could try un-zipping TP_zip, then re-zip it and try that..stranger things has happened~~
