Shadow - I am pming back and forth with him and have looked at his site and the files, it looks like his site may have to be re-instlled completely. It isn't a issue of the mods or the tP installation, his php. files are chmod'd to no-edit/nowrite. I am helping as I type.

Are you looking for the "public_html" folder.  That folder is the "root" for your forum.  After you found that you will look for the "Sources" folder. 

Its should look like this ------> / public_html / Sources /

You cannot download any files in the forum Admin Panel.  You will need your "cpanel" for to download that file for pvcblue can try to edit that file for you.

Err, Thats aint good at all.  How his files get cmod ??? Thats is odd thought

It was really simple Tick, his setting.php was locked. So I had to go in thru his host cpanel and re-chmod it to writable. Then went into the forum admin and went to server settings - his language was set to english-utf8!!!! The old utf8 problem!! Changed it to just plain english and WALLAH!!! Presto Chango it is fixed!
