Seems like you have broken files or similar.

Can you check so you have all the SMF files and that they are complete, the same with the TP files from the manual install package ?
http://www.tinyportal.net/smf/index.php?action=tpmod;dl=get443

Download and extract, upload them manually and make sure they get uploaded correct.

i overwrite all files again
first i extract and overwrite all smf 1.1 RC3 files
then TP_096_files_only.zip then finally[1].1rc3_TP_V_096_premade_manual_install_files.zip to check if all files are available?
will this work?

Quote1rc3_TP_V_096_premade_manual_install_files.zip

Those files are files that the code you need to add manually to when you do the manuall install of TP to your SMF forum

You have to upload them to your forum and replace the files allready there in order to get the code for TP in them.

So yes, upload the SMF files from the update package and check so there are no errors from any of the files during the process. ( Here you make sure you have a backup of the settings.php and the settings.bak.php files), those have to be intact.
Then the same with the manuall install package for TinyPortal

And when you have done that, upload and overwrite the the files with the files from the premade files.

ok
I have tried reinstalling a fresh new copy of smf 1.1 RC3
then after tat I imported my old DB into myphpadmin
After tat, I installed TP_096_files_only.zip and after tat I installed [1].1rc3_TP_V_096_premade_manual_install_files.zip and run manual_tp_install.php.
Finally I run  repair_settings.php to confirm all paths are correct.

But problem still persists
check this out
www.fusion-x.org/portal/

but this time round my admin panel(packages) doesnt show tat TP was installed...

You dont have TP installed, i can see that from the copywrite in the bottom.

Please download and use FileZilla FTp instead of what you use now, your FTp program you use dont upload the files correct.
