Package Manager Path Errors

It's 'resolved', but not 'solved'. 

I still wish I understood why the package manager didn't work, even on a fresh installation.  It has me hesitating about upgrading my larger forum.

This is a SMF bug. I've had the same problem upgrading 2 of my sites. I had to do a fresh install.

Thanks Xarcell.  It just didn't make sense that it did it again with the fresh install, causing me to do the manual install anyway.

In all, it wasn't bad though, the manual install this time around was much cleaner than past times.
