How do I put a Border around the Avatar?

I am new to Simple Machines and Tiny Portal, and I am hoping that someone can point me in the direction of what file I need to mod (and what specifically in that file I need to mod) to create a border around the Avatar.

Thats a bit tough to explain. What theme and version? Do you want a border in all places? Or just when viewing the forum? Like here, you see it on the frontpage while you're not in the forum. Do you also want it there? A little more detail will help us help you.
