TP Sort works...Sort of?? Can't see options in Admin

I'm running 1.1RC2 and TP 0.8.6.  I've loaded different themes and can see the same blocks in the default and "Amber", "Themis", "apollo" themes. I can see of the blocks on the home page and forum but get a blank section in the Admin panel under Tiny Portal - there are just no options showing.  I get these errors in my log:

- Unable to load the 'TPortal.english' language file.
- 8: Undefined index: tp-admin9

Your missing TP files. Re-FTP up your files...

Looks like TP didn't install fully. Prolly due to latency, or slow connection.
