Uploading a file to the DL manager

Hey,

Id like to upload a file to the DL manager, and its already on the server.  I copied it to the tp_downloads folder, but I cant get TP to use the file...  The file is quite large, so I dont really want to have to upload it again...  How do I use a file already on the server in the DL manager??
