Is the latest version just bug fixes or has anything new been added?

Well mainly yes, but you were running TP 1.6.0 if I remember which means you need to read the changelog for TP 1.6.1 first, https://github.com/Tinyportal/TinyPortal/releases/tag/v1.6.1

Then the changelog for TP 1.6.2 https://github.com/Tinyportal/TinyPortal/releases/tag/v1.6.2

Hope that answers your question. ;)
