ok I contacted my host and he has changed the permissions on this folder.  In his reply this is what he says

"Ok, its looks like most of the files where originally upload via a php script because the owner of a lots of the files and folders is the ******** account... which the webserver runs under. I have changed the owner writes on the bbc folder/ files to *******which is the account you ftp through. So you should now be able to upload the files.

You may have problems in the future deleting or overwriting files in some of the forum folders because of this.

Below is a directory listing of the images folder (www/forum/Themes/TP_helios_multi11_rc2/images) so you can see what i mean........................."

Seem as you not have the prime permission (master) for this hosting account 
By that u can't permission any folder at the root directory without ask your hosting service

Amay_Zing, I have this same problem on my webserver. I am unable to figure out how to get SMF to install any packages with the proper owner. Fortunately I can login to the server console and change theme manually, but that is not how I think it should work.

Well, after manually installed and "upgrading" all files, and making some folders that did not excist in the theme folder i got it working.. 

Ihave installd SMF1.1 RC2 and Tinyportal. And im on a theme called Epsilon TP.

But, i keep getting a error..

8: Undefined index: tag

this line in subs.php:
      $bbc_codes[substr($c['tag'], 0, 1)][] = $c;

any ideas?
