Is there any way I can set up a front page that is viewable to guests....

I have a forum that you have to be registered to view, which means that when you go to the web address all you get is a page with the header and then the log in/ register box, once logged in you then get a home page/welcome page , is there a way of making this article appear on the log in page as well

I don't think you can, but You can make Blocks viewable to guest, go to the blocks you have on the front page, then make sure you have the guest box ticked.

also in Frontpage settings set "Allow guests to see news from the news board - even if guest are not allowed to see the board?" to "yes"

but i don't think this will get rid of the login box that appears, if they do not have access to  that board

TP uses the SMF permissions. So if you turn off guest view of the forum, TP will not be viewable either with the exceptions as noted by SN.
