[bugtracker] Menu Items removed from SiteMap Block

When you have menu items setup, and you have both a Menu block and
a Sitemap block setup, the menu items show up in both.  However, when
you turn the Menu block off, the menu items are removed from the
Sitemap block as well and only the "Downloads" link remains in the
Sitemap block.

This happens on SMF 2.0 CR3/TP 1.0 beta 5.2 but SpiderPig902 has
confirmed this behavior in SMF 1.1.11 and TP 1.0 beta 5-1 as well.
