[bugtracker] Display on All Boards

When I click on a board, the blocks are not displayed, even though I selected "Display on all boards".

This error is now fixed for TP v1.0 beta 5.2.

"display on all boards" means it will show when inside any board and any topic - but not on posting/notifying screens etc.
