...I thought TP would have one but anyway, the point is my account setting had been disabled after 4th post. There is also no look and layout option. Am I missing something or is it a special rule around here?

Some of the user options are disabled for members with a low post count because of all the issues we've had with spammers.
As your post count increases your available options will do so as well.

A lot of profile settings are disabled until a member has 5 posts, I believe.  It may require even more posts for some profile changes and at least one requires quite a few posts before it's enabled.  I don't know the exact numbers on this so I will have to defer to Ichbin to answer that.  The TP Team is a fairly small but elite group.  The purpose is to keep us from having to spend all our time chasing down and deleting spam posts.

Yep. As mentioned, it's because of spam mostly and a few integrity issues.
