Adding blocks in action pages?

It's not one I've used often, but try:

?action=privatpersoner

[Edit] I've been testing this a little, you have the format correct: privatpersoner,test1,test2

I've added a temporary Upper block in our test site Search page, "Test Actions":

http://www.tinyportal.net/index.php?action=search

Although this is an option from the Action list by default, I haven't selected the Search as a page to display the block, instead I have added it as a Custom action and it displays in the same place.

Have a look at the other settings for TP, there may be a conflicting issue somewhere, without looking myself.. it's hard to guess what.
