Article display properties not showing

I am trying to write a bbc article to put on my frontpage. On the document construct page the title,body text,display on frontpage, category and intro all are there but there is nothing but the save button after that, no display,frame options,status.  Is there something I need to do to make these show up?

The display options appear after you save the article.

After I save this is the error message I'm getting
