New blocks not showing up after TP upgrade from 0.98 to 1beta4

SMF: 1.1.9
TP: 1 beta 4 (database data from 0.983)
Theme: default/wowdk119

I have a site running with blocks made ages ago with version 0.983 of TP which still show fine after the upgrade (uninstall, install) to beta4.
Now I wanted to add another block, but they dont show up and I have no clue why. As admin I should see them neverless of the boxes I clicked to whom to show, neverless they are all checked anyway just to be sure, still zip.

As you can see from the screenshot, lights are all green, but only the buttom ones starting from number 20 are shown when you visit

Theme doesnt matter, I tried both the current one I am using (wowdk119) and a user and the admin with the default smf one.

Also I noticed that "#" hash infront of the first old entry which I dont remember being there before the update. What does it mean?

I am pretty sure I know who to add blocks, activate and disable them, as I did it already since 0.9something times, so I am a but clueless whats wrong here atm.

Thanks for any pointers.

ok, nevermind, this one is one me stupid. My old eyes did not see the new well hidden section where you have to click where the block should be displayed. New options, new pain!  >:D

After clicking the correct checkboxes, the block magically appeared! :-)

but could you please explain to me what purpose the "#" hash in one of the block entries?

The # to the left of the Title indicates that membergroups other than the administrator can edit the block, meaning "Choose your extra membergroups that can edit this block only" has an entry.  

This permission can be edited in the block editing area on the right below: Choose your membergroups that will able to see this block."
