Is there a way to make it so instead of uploading the file, you can put a URL to the download of the file?

Nope. This is not an option. You can however, put the link right in the file description.

Search for SMF Downloads on SMF site.
I finded it more than good for tht what you need... if ew are talking about offsite downloads.

I've been using that, but I wanted to use TP's download system because it allows you to upload thumbnails with the file.
