Cannot fix the uninstall problem with 0.983

I searched for the uninstall problem when you upgrade SMF, and did what seemed to work for everyone else by over writting the TP folder with a new installation.

But, I still do not have the uninstall link...

I just can't get the modules to show up again, I can't remember what I did to turn them off and can't get them to come back, so wanted to re-install it so I could start again.

At the top of the installation board here I have attached a zip file for the upgrade. Upload and replace the zip file in your package directory with the one I've provided.

Sorry to be stupid, but I'm obviously looking in the wrong place and can't seem to find that file... sorry again but can you give me a prod in the right direction please!
