Install, Scmhinstall... HELP!

Windows Server
PHP 5.2.5

SMF 1.1.4
TOP 0.98

I did a fresh install of SMF and TP with no errors.  I did not add anything, but now I always get...

CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers.

Under smf-log_errors, I get errors like the following (grabbed from mySQL database since I can't get it from the site)

Was this a setting on the web server that corrupted the installation because it couldn't make directories or tables?  I had an install issue before with the original SMF install that said certian folders were not writeable.  What should I do with the hosting company in order to get everything installed correctly?  I hope it's simply settings on their side that they can fix for the install to take properly.

It looks as though permissions are the factor. I would ask your host. Not much we can do from here.
