Display a block in DL section only

I want to display a block only in the DL section.

Currently i have blocks set to not appear while in the download section (DL Manager - Settings - Visual Options).

I add a new block and only set it to appear while in DL Manager. Because i have visual options disabled, it does not appear. If i enable visual options, it appears but the other blocks (which i dont want) also appear.

How can i achieve this?
