when someone have a permission to manage articles when adding a new category he can't edit the inner information therefore only admin can edit it after that so he can make it visible

at least when someone is managing articles should be able to enter the first values after creating the category it directly take him in view category list instead of edit category page

If i understand this correct, you have 1 article with permissions for members to submit to, and then you create another category and they cannot submit or edit their articles in the NEW category.
If i got this right, it's not a bug, you need to add the permissions for EVERY category made for them to be able to both see it and edit the content inside it.

yea but if he is the one who created this category he can't use it
he simply after creating goes to category list without editing the category so he can see it

Yes, "manage_articles" should apply to managing categories as well. It might been a mixup there with all the new features of categories.
