[bugtracker] Upper Block Displays in Registration when set not to

There are screens shots provided of the problem.

This was due to the fact that "forum" in this case meant "all forum related sections"..that being search, register etc.

Changed "forum" option to 2 options instead: 1) "all forum related sections" and 2) "Board Index"(which is what we normally would think "forum" was)
