Need step-by-step for Helios

I have TP installed.  It works great on the default theme but nothing in Helios.  I use helios as my default so it's really important that I'm able to modify the template so that the blocks show up.  As it is now, only the TP welcome message shows.

If you look to the left of this post, you see blocks that say "User" and then "Themes" below it.  I don't have any of that.  Although I do in the SMF default.  Hopefully, I've explained it enough for someone to be able to help.
