Not sure what I did wrong.

I installed SMF on my new site, by default from CPANEL it was 1.1.3, I then downloaded the TP_0983.zip and put it in my packages and applied the mod, no errors and then installed it. I did not check to see if it actually installed.
Then I updated to 1.1.4 and again no errors, when I go to my forums I see the portal as there but not fully there. For example the user block on the left does not show things like

as it does in my other forum. Also the Permissions under it are not there. There is no Forum on the button bar. When I go to edit the shout box and things in admin section there is no words so I do not know what I am selecting.  Under the section on the left Tiny Portal is there but the options are not.

I am using all the default themes and things so that should not be an issue. If anyone would like to see the site PM me and I can send you the link as some might think the site name is not appropriate but it was done as a joke.

Admin > Server settings and make sure it is set to "english" not "english-utf8"

Thank you very much, I had uninstalled reinstalled uninstalled reinstalled, about 4 times and it was doing the same thing. I had to change the CHMOD for settings.php to write so it is now set to  666 is this ok or should it be something different.
