Sorry I thought it was Zetan that posted earlier. Target_locked, pay good attention when people are giving you advice. Its already been told to you that you have to create an admin block. Did you go in and try to create a block that is labeled as "admin tools" ?

Admin/TintPortal/Block Manager/  create a block called "admin tools" from the premade selection of blocks

You and the groups you added to manage articles will be the only ones that see this block, and in that block, they will have the "Manage articles" ( submit article) selection.
