The theme you use needs to be compatible with TinyPortal for the Portal and Blocks to show.

Install this: http://www.tinyportal.net/index.php?topic=5554.0

It's the same theme you are using but it is the TinyPortal version.

Yep but I realized, I do not have fsockopen enabled, the ts block requires it. I am trying to enable it now

Unless you are hosting your own server, fsock needs to be opened on the provider (hosting) end...
